The missing items on the damper won't cause overflow of fuel from the float bowls (they can cause stumbling on acceleration. If the fuel overflow happens all the time, the cause can be a sticky needle valve or a flooded float (take it out and shake it while listening - any sloshing sound indicates a flooded float). If the fuel overflow only occurs after the car has set long enough for the fuel to have evaporated from the float bowls, then the problem is excessive float lever drop, causing the lever to trap the needle portion of the needle valve assembly, not allowing the needle to be pushed up to close off the fuel flow.
