The ballast resistor is designed to work with a 1.5 ohm coil. If you have a 3 ohm coil in there, along with a resistor, that's too much resistance.
Also, the resistors can get old and dirty and lower the voltage even more.
If you have a 1.5 ohm coil I'd suggest replacing the ballast resistor.
If you have a 3 ohm coil you can remove the resistor.

Never leave the key in the "on"position unless the engine is running. Key on with engine off can cook your coil or your Fireball.
